我国从 20 世纪 90 年代中期开始推行信息化,那时候推进信息化的模式分为领域信息化、区域信息化和企业信息化。区域信息化的概念,是指以区域经济发展为主导的信息化。时至今日,人类社会已经由工业社会进入信息社会,信息化的发展也成为衡量一个国家科技进步的重要标准。我国,国家信息化已成为党和国家的战略政策。在这样的形式下,作为国家信息化的重要组成部分——区域信息化发展已经被提升到了一个新的历史高度。而区域信息化的发展又与地方各级企业信息化的发展密不可分,因此企业信息化的发展成为带动区域信息化的重要动力。 在我国经济较发达的湖南省,企业信息化的发展一直是湖南省各级政府所关注的问题。在长期的重视和得力的政策措施下,湖南省的企业信息化得到了长足的发展和进步。从2002年湖南启动制造业信息化示范工程以来,共计投入6.1亿元,其中示范企业投入达到5.63亿元,从而促进湖南制造业信息化水平大大提高。以区域建设带动全面信息化发展的战略目标在湖南省取得了实质性的成果。
Since the mid-90s of the 20th century, China started to promote informatization. At that time, the mode of promoting informatization was divided into domain informatization, regional informatization and enterprise informatization. The concept of regional informatization refers to the information-based led by regional economic development. Today, human society has entered the information society from an industrial society. The development of informationization has also become an important measure of a country’s progress in science and technology. In our country, the national informatization has become the strategic policy of the party and the country. In such a form, as an important part of national informatization, the development of regional informatization has been lifted to a new historical height. However, the development of regional informatization is inextricably linked with the development of enterprise informatization at all levels. Therefore, the development of enterprise informatization has become an important driving force for promoting regional informatization. In Hunan Province, a country with a relatively developed economy, the development of enterprise informatization has always been a concern of all levels of government in Hunan Province. In the long-term attention and effective policy measures, the enterprise information in Hunan Province has made considerable development and progress. Since the start of manufacturing informationization demonstration project in Hunan in 2002, a total investment of 610 million yuan has been invested, of which 563 million yuan have been invested in model enterprises, thus greatly boosting the level of informatization in manufacturing industry in Hunan Province. The strategic goal of promoting the development of comprehensive informatization by regional construction has made substantive achievements in Hunan Province.
