无论在发达地区还是在不发达地区,竞争吸引外商直接投资已成为一种普遍现象,本文就这一现象存在的合理性和可能的损失进行分析。本文认为,政府要从宏观上控制地方外资优惠政策的上限,避免恶性竞争,从而实现国民福利的提高和经济的健康发展。
In both developed and underdeveloped areas, competition has attracted foreign direct investment (FDI) has become a common phenomenon, this article analyzes the rationality and possible loss of this phenomenon. This article argues that the government should macroscopically control the upper limit of the preferential policies for local foreign investment and avoid vicious competition so as to achieve the improvement of national welfare and the healthy development of economy.
