跨界河流水资源管理一直是一个热门话题,由于牵扯到政治、经济、文化等因素,该课题存在诸多难点。国际应用系统分析学会近日针对美国和墨西哥边境河流的管理模式展开了研究。基于该地区水资源供不应求、水污染日益严峻的现状,研究给出了4个方面的政策建议,包括适时的水资源重新分配、区域专家优势集合、制定小规模政策、修正协议的适用范围等。该研究在提升人类对水资源利用意识和实践能力上具有重要意义。
The management of water resources in transboundary rivers has always been a hot topic. Due to the political, economic and cultural factors involved, this topic has many difficulties. The International Society for Applied Systems Analysis recently conducted a study on the management model of the border rivers between the United States and Mexico. Based on the current shortage of water resources in the region and the increasingly serious water pollution, the study gives four policy recommendations, including the timely redistribution of water resources, the collection of regional experts, the formulation of small-scale policies, and the amendment of the scope of the agreement. This study is of great significance in enhancing human awareness of water use and practical abilities.
