放开搞活和规范房地产二级市场,是深化住房制度改革,界定和落实国有住房产权,实现住宅产权市场化的必然结果;是培育和扩展房地产市场机制,完善房地产市场结构体系的重要措施;是居民随着收入的增加,自行调节消费结构,主动入市交易住房,改善调节住房条件的客观要求;是我国扩大内需,培育住宅成为新的经济增长点和消费热点,保证国民经济可持续发展的战略要求.故意义重大.那么,房地产二级市场的内涵是什么?或怎样划分房地产二级市场?这是首先要明确的.现在有一种较流行的观点和作法,是按土地使用权的交易“次数”来替代整个房地产市场级次的分级:把国家出让土地使用权作为房地产一级市场;把开发商出售所建新房作为房地产二级市场;购房者转售其房作为房地产三级市场.按此逻辑再转售一次再升一级,直至m级.笔者认为这值得研究.大家知道,房地产市场是一个由多个相对独立的单项市场所组成的综合体系:从交易的对象来分有土地市场和房产市场;从交易方式来分有出售市场和租赁市场;其外延还有房地产金融市场和中介市场等.而各单项市场一般又都有自己的二级市场,如土地市场,在我国现阶段既有所有者与使用者之间土地使用权纵向出让的一级市场,也有使用者之间土地使用权横向转让的二级市场;房产市场既有开发商向购房?
