随着国际经济合作进一步加强,我国各级政府纷纷把利用国外贷款作为对外开放、利用外资的重要渠道。本文立足于我国政府外债的发展和现状,从我国政府外债管理体制上存在的缺陷与原因分析入手,对政府外债管理进行深入系统的研究和剖析,并针对政府外债管理的突出问题,提出了政府外债项目管理指标体系、财政管理政府外债风险体系和公正性审计监督体系等三大体系建设思路。
With the further strengthening of international economic cooperation, all levels of government in our country have made use of foreign loans one after another as an important channel for opening up to the outside world and utilizing foreign investment. Based on the development and current situation of our government’s foreign debt, this article starts with the analysis of the defects and causes of our government’s foreign debt management system, and conducts an in-depth and systematic study and analysis of the government’s foreign debt management. In view of the prominent problems of government’s foreign debt management, The project management index system for foreign debts, the government risk management system for foreign debts and the fairness audit supervision system.
