在昌平区委一届九次全会上,区委提出了建设“投资创业、旅游休闲、生活居住”三个首选之区的目标。发展目标明确,工作任务艰巨,需要各级党团组织紧紧围绕建设“三个首选之区”这一中心任务,团结带领广大团员青年,在昌平的现代化建设中充分发挥生力军和突击队作用,做出更大的贡献。一、围绕中心工作,创造新的业绩。1、带领团员青年在经济建设主战场上建功立业。全面建设小康社会,建设“三个首选”之区,根本任务是以经济建设为中心,不断解放和发展生产力。各级团组织要为青年人搭建舞台、创造条件,充分调动和发挥他们的积极性、主动性和创造性,在创建三个首选之区、全面推进昌平现代化建设中建功立业。要大力开发青年人力资源,积极发现、培养、举荐和输送人才,不断为昌平的建设和发展注入新的活力。要鼓励和支持团员青年按照“强二兴三优一”的产业发展思路,带头创业,积极推动高新技术和现代制造业的发展,进一步优化三产结构,不断深化农业产业结构和农村经济结构调整。鼓励和帮助团员青年立足本职岗位创新创效,为全面提升昌平经济总量和质量,奉献自己的聪明才智。2、引导组织团员青年广泛参与民主法制建设。发展社会主义民主政治,建设社会主义政治文明,是全面建设小康社会的重要目标。共青团作为党领导的先进青年的群众组织,要教育团员青年增强社会主义民主法制意识,积极参与基层民主实践,正确行使自己的民主权利,依法履行公民义务。要广泛开展青少年法制宣传教育活动,增强青少年的法律意识,提高青少年的法律素质,增强依法办事的能力,学会依法维护自身的权益。要加强青年思想政治工作,做好人民内部矛盾的排查调处工作,妥善解决改革、建设和发展中出现
