中国共产党十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》明确提出,要“深入推进依法行政,加快建设法治政府。”习近平总书记强调,“各级政府必须坚持在党的领导下、在法治轨道上开展工作,加快建设职能科学、权责法定、执法严明、公开公正、廉洁高效、守法诚信的法治政府。”法治政府是现代政府管理体制的基石,是国家行政现代化建设的重要内容和重要标志。要促进法治政府建设,必须遵循法治思维、法治的法治理念,各级运管机构在坚持依法行政的基础上,应着重在以下领域及方面凝聚共识、强化责任、精于谋划、加强建设,达到使运管部门的法治意识显著增强、法规体系更加完善、权力运行更加透明、队伍素质显著提升、管理水平明显提高的工作目标。
