根据社会主义政党制度的理论和我国长期来的实践,坚持党的领导主要是指坚持中国共产党对国家的政治领导。其基本内容是政治原则、政治方向、重大决策的领导和向国家机关推荐重要干部;其基本方式是使党的主张经过法定程序变成国家意志,通过党组织的活动和党员的模范作用带动广大人民群众,实现党的路线、方针、政策,指引和掌握国家生活的发展方向,为它规定长远目标和现阶段的任务,使之沿着党的路线前进。所谓人民代表大会制度则是全体人民按照民主集中制的原则,选举产生人民代表,组成各级国家权力机关,再由国家权力机关去组织其他国家机关,以最终实现人民当家作主、管理国家权力的一种政治制度。其中,民主集中制和由最高国家权力机关集中统一行使国家权力是一个核心问题。

Among them, the democratic centralism and the centralized exercise of state power by the highest organs of state power are a core issue.
