我国群体性事件的预防和处置仍然延续着传统的治理模式,与民主政治的价值取向和现代治理的实践要求存在巨大张力。在全面推进依法治国的背景下,不断提升群体性事件治理水平,要在全面发展理念的指引下,通过深化社会分配体制改革,构建科学的利益分配与调节机制,促进社会利益关系的动态均衡发展;进一步加强社会主义法治建设,形成全社会尊法、守法、用法和护法的良好环境;以推进国家治理现代化为目标,转变政府治理模式、创新政府治理工具和完善社会矛盾调处机制,将群体性事件纳入法治化的常态治理轨道。
