据国家发展和改革委员会讯,经国务院批准,全国煤炭工作会议于7月21-22日在北京召开。这是继2004年“全国大型煤炭基地建设工作座谈会”和2005年“全国煤矿瓦斯防治工作现场会”后,政府能源管理部门召开的又一次全国煤炭工作会议,是煤炭工业在新的历史条件下召开的一次重要会议。会议分析了煤炭工业面临的形势和任务,对《国务院关于促进煤炭工业健康发展的若干意见》(以下简称《若干意见》)的学习贯彻落实工作作了部署。会议期间,国务院召开了部分代表参加的座谈会,曾培炎副总理出席座谈会并发表重要讲话,重申了煤炭工业在国民经济和社会发展中的战略地位,肯定了改革开放以来煤炭工业取得的成绩,对贯彻落实《若干意见》,构建新型煤炭工业体系提出了要求。会议认为,新中国成立以来,特别是改革开放20多年来,我国煤炭工业取得了很大发展。煤炭产量持续增长,已经跃居世界第一位,完成了能源“翻一番”保证经济“翻两番”的历史任务;煤炭企业联合、重组和集团化建设步伐加快,产业集中度有所提高;煤矿生产力水平不断提升,安全生产条件有所改善;煤炭加工转化、资源综合利用和矿区环境治理等日益得到重视,行业形势逐步向好的方向发展,保证了国民经济发展对基础能源的需求。会议指出,党中央、国务院历来十分关心煤炭工业的发展。党和国家领导人对煤炭工业发展作了一系列重要指示,还多次深入煤矿调查研究,看望煤矿职工,解决煤矿企业发展中的困难和问题。不久前,国务院第92次常务会议研究并原则通过《若干意见》,并以国务院名义颁布实施。这在历史上还是第一次,充分体现了党中央、国务院对煤炭工业的高度重视和深切关怀,预示着煤炭工业辉煌的前景和美好的未来。
