由于诸多因素影响,吉林省汽车油耗一直处于全国下游水平。以1988年吉林省全民运输企业载货汽车汽油油耗为例,为8.1升/百人公里,柴油油耗为5.6升/百人公里,与全国平均油耗水平相比,分别高出0.3和0.7升。为了进一步提高吉林省汽车运输油耗水平,促进汽车运输企业的经济发展,并进一步带动吉林省汽车油耗水平提高。1991年经吉林省科委立项,由吉林省交通厅,吉林省科技情报研究所,吉林省运输管理局,吉林省交通科学研究所共同参加,进行“吉林省汽车油耗水平
