基层党组织是基层社会管理创新的最基本、最关键的力量,也是推进基层经济社会发展的重要基础和纽带。但实际上,基层党组织在社会管理中存在着能力不足、机制不健全、经费人才保障不到位、公众参与度不高等问题,制约了其作用的进一步发挥。新形势下,只有亟需转变社会管理理念,正视现实存在的薄弱环节,完善基层党组织相关机制建设,才能充分发挥其在加强和创新基层社会管理服务中的重要作用。
Grass-roots party organizations are the most fundamental and crucial force in the innovation of grass-roots social management and an important foundation and link for promoting grass-roots economic and social development. However, in reality, grass-roots party organizations have problems in their social management such as lack of capacity, unsound mechanisms, inadequate funds and personnel protection, and low public participation, which restrict their further development. Under the new situation, we can only give full play to its important role in strengthening and innovating the management of grass-roots social services if we urgently need to change the concept of social management, look squarely at the weak links that exist in reality, and improve the relevant mechanisms at the grass-roots party organizations.
