据《中国报刊报》1987年11月11日报道,中宣部、新闻出版署、国家科委等有关部门从未对刊物划分过等级,更没有所谓一级刊物、二级刊物的提法。由国家科委主任宋健和新闻出版署署长宋木文于1991年6月5日联名签发的《科学技术期刊管理办法》,将科技期刊分为全国性期刊和地方性期刊。全国性期刊是指国务院所属各部门、中国科学院、各民主党派和全国性人民团体主管的期刊;地方性期刊是指省、自治区、直辖市各委、厅、局主管的期刊。国家科委科技情报司期刊管理处有关人士明确指出,这种分级不是以期刊质
