我省现有社队小煤矿一千三百三十五处,生产能力一千万吨以上,一九八二年共产煤九百九十二万吨,占全省煤炭总产量的百分之三十八,对支援工农业生产和保证城乡人民生活需要,起了重要作用。但是,也还存在一些问题。主要是缺乏统一规划,有的没有履行审批手续,有的擅自进入国营矿区乱采滥挖,以及技术水平低、抗灾能力弱等等。为了解决上述问题,促进小煤矿的发展,现根据《国务院批转煤炭部关于加快发展小煤矿八项措施报告的通知》(即国发[1983]73号文件)精神,结合我省实际情况,提出如下意见,望一并贯彻执行。一、各级人民政府要加强对社队煤矿的领导。社队小煤矿的计划、生产、改造、安全以及计划内煤炭的调拨,由煤炭主管部门归口管理,原来的隶属关系不变。在制
