本文从黄、淮、海三大流域水资源利用的现状以及工农业和城市近一步发展的用水要求,阐明了西北、华北地区缺水的严重性和调水的必要性;从水源、技术、经济等方面论证了南水北调的可行性。扼要介绍了各条引水线的线路方案、引水量、工程措施、工程量、投资和经济效益,并对各引水线路的开发程序提出了初步意见。
This paper elaborates the seriousness of water shortages and the necessity of water transfer in Northwest and North China from the current situation of water resources utilization in Yellow River, Huaihe River and Haihe River Basin as well as the water requirements of agriculture, industry and city in the near future. Economy and other aspects of the feasibility of the South-to-North Water Diversion. The route plan, water diversion volume, engineering measures, project quantity, investment and economic benefits of each diversion line are briefly introduced, and preliminary opinions are put forward on the development process of each diversion route.
