中国和越南曾经有过长期的友好合作关系。特别是在越南人民抗美救国的斗争中,中国曾在自己也很困难的情况下,节衣缩食,给予越南大量的、无私的援助。毛泽东主席曾经郑重宣布,七亿中国人民是越南人民的坚强后盾,辽阔的中国领土是越南人民的可靠后方。不仅如此,对于援越抗美,中国方面从来没有附加任何条件,也从未要求得到任何的补偿,
