本文以江浙地区最低工资标准的提升作为准自然实验,基于“中国农村城镇移民调查”(RUMi C)的数据,采用双重差分的方法考察了最低工资政策对农民工工作时间和收入的影响。研究结果表明,最低工资的提升会减少农民工的总体工作时间,增加低收入农民工的收入。但对于不同行业、不同收入水平的劳动者,这种影响存在异质性,最低工资制度将更多地减少固定职工和合同制职工的劳动时间。研究还发现,最低工资对雇佣规模较小企业的职工的工作时间具有正效应。因此,政府制定最低工资政策时应当将更多微观因素纳入考虑,并加强相关领域的法律规制。
Based on the data from “Rural Immigration Survey of China's Rural Areas” (RUMiC), this paper takes the improvement of the minimum wage in Jiangsu and Zhejiang as a quasi-natural experiment and examines the impact of the minimum wage on the working hours and income of migrant workers using the double-difference method . The results show that the minimum wage increase will reduce the overall working hours of migrant workers and increase the income of low-income migrant workers. However, this effect is heterogeneous for laborers in different industries and at different income levels, and the minimum wage system will reduce the labor time of fixed and contract workers more. The study also found that the minimum wage has a positive effect on the working hours of workers hiring smaller businesses. Therefore, the government should take more micro factors into account when formulating the minimum wage policy and strengthen the legal regulation in related fields.
