妇幼卫生合作项目县的政府机构和卫生行政管理部门要解放思想，开阔视野，充分认识妇幼卫生事业与当地社会经济发展的关系；妇幼卫生事业和合作项目工作要由地方政府主管，使之成为当地社会经济发展的目标之一，即主动成为政府行为。政府行为的力度大小，是妇幼卫生合作项目实施成败的关键。
