第一章总则第一条为了充分发挥水利工程效能,促进计划用水、节约用水、科学用水,提高水的社会经济效益,使水利工程更好地为国民经济各部门和城乡人民生活服务,特制定本办法。第二条水利工程从开始供水起计收水费。所有用水单位和个人都要按规定交纳水费。
