1.第一,全国绝大多数人口在农村,这是我国的基本国情,在相当时期内不可能有根本改变。稳定农业就是稳定农村、稳定政局,这一条不会改变。第二,以市场经济体制逐步替代计划经济体制,并没有改变工业和国民经济对农业的依存关系。第三,只有农业稳定发展,农产品供应充裕,整个国民经济的快速发展才有稳定的基础。第四,发展农业是进一步扩大对外开放的重要保证。
