为了使小型水利设施充分发挥效益,应从创新管护机制、明确管护人员、落实管护经费三个方面着手落实。通过对永宁县各乡镇、村队小型农田水利设施运行管理情况进行调查,分析症结所在,就解决这些问题提出思路和办法。
In order to give full play to the benefits of small-scale water conservancy facilities, we should start with innovating the management and protection mechanism, specifying the management and protection personnel, and implementing the management and maintenance funds.
