农业部渔业局局长李健华日前表示,当前水产养殖业的发展在相当程度上还是依靠扩大生产规模和大量消耗资源,生产方式比较粗放,科技含量不高,造成养殖资源利用不合理、病害频发、产品质量不高、良种化水平低等问题。必须按照资源节约、环境友好和循环经济的理念,加快水产养殖业增长方式的转变。
