由于我国机关事业单位、企业以及农村实行不同模式的养老保险制度,在当前深化机构改革和事业单位改制以及农村城镇化进程不断加速的形势下,我国的养老保险制度在解除流动人员的后顾之忧方面的社会效应不仅没有得到很好的发挥,有时甚至成为改革的“瓶颈”问题。因此社会各阶层对于建立统一、公平、高效的养老保险制度的呼声日益高涨。一、建立我国统一的养老保险制度的理想模式结合我国几十年养老保险制度改革的实践,并借鉴国际养老保险工作的经验和教训,笔者认为,坚持“统帐结合、部分积累”的养老保险基本模式,是符合我国实际的。当前,企业职工养老保险制度实行的“社会统筹与个人帐户相结合”办法,已经取得了积极的社会效果。机关事业单位和农村的养老
