1998年国务院机构改革圆满结束。伴随新千年的到来,地方政府机构改革即将拉开帷幕。与国务院机构改革相比,地方机构千差万别,改革难度会更大。为贯彻朱镕基总理在九届全国人大二次会议上提出“各级政府和各部门要进一步转变职能、转变工作方式、转变工作作风,提高工作效率”的要求,巩固国务院机构改革成果,推动地方政府机构改革顺利进行,日前,本刊记者走访了中国行政管理学会会长郭济。
