2004年党的十六届四中全会提出要“加强社会建设和管理,推进社会管理体制创新”。2007年党的十七大报告提出要“建立健全党委领导、政府负责、社会协同、公众参与的社会管理格局”。2009年底,中央政法委将社会管理创新与社会矛盾化解和公正廉洁执法列为“三项重点工作”。社会管理创新成为当代中国社会建设的重要内涵,也是摆在理论界和实务界面前的一项重点工作。
In 2004, the Fourth Plenary Session of the 16th CPC Central Committee put forward the proposal of “strengthening social construction and management and promoting social management system innovation.” The report of the 17th National Congress of the Communist Party of China in 2007 proposed to “establish and improve the social management pattern of party committee leaders, government responsibility, social coordination and public participation.” The end of 2009, the Central Political and Law Commission will social management innovation and social conflicts to resolve and fair and honest law enforcement as “three key tasks ”. Social management innovation has become an important connotation of social construction in contemporary China. It is also a key task placed in front of the theoretical and practical sectors.
