20世纪的最后三年,我国城镇养老保险制度获得了很大的发展。仅就覆盖面的变化而言,从数量上看,覆盖对象从1997年底的11204万人(其中职工8671万人,退休人员2533万人)扩大到2000年底的13618万人(其中职工10448万人,退休人员3170万人),三年净增加3414万人;从对象结构上看,过去基本是公有制经济单位的职工,现在扩展到各类非公有制企业、城镇个体劳动者、自由职业者。这是忠实贯彻执行党中央、国务院关于加快社会保障体系建设决策的结果,是这几年大打“扩面”战役的成效,也顺应了国际社会保障的发展潮流。步入21世纪,我国养老保险制度的改革与发展身处一种新的经济社会环境,面临一系列新的挑战,进一步扩大养老保险覆盖面不仅必要,而且十分急迫。
In the last three years of the 20th century, the urban pension insurance system in our country gained great development. Only in terms of changes in coverage, from the perspective of population, the number of coverage targets expanded from 112.204 million at the end of 1997 (including 86.71 million workers and 25.33 million retirees) to 136.18 million by the end of 2000 (104.48 million of them were workers, 31.7 million retirees), with a net increase of 34.14 million in three years. From the point of view of object structure, the workers who used to be basically public-owned economic units in the past have now expanded to various non-public-owned enterprises, urban laborers and free-lancers. This is the result of faithfully implementing the CPC Central Committee and State Council’s decision on accelerating the construction of the social security system and the effectiveness of the campaign of “expansion” in the past few years. It also follows the trend of international social security. Entering the 21st century, the reform and development of China’s pension insurance system is in a new economic and social environment, facing a series of new challenges. It is not only necessary but also urgent to further expand the coverage of pension insurance.
