据日本文部省1991年2月7日公布的统计数字,1989年,全国公立、私立高中学校中途退学的学生数突破12万,达193069人,这是自调查以来人数最多的一年.在中途退学的学生中,以经济原因为理由退学的学生相对减少,但以「改变自己出路」为理由却年年增加.中途退学的学生数所占整个高中在校生的比例(中途退学率),1985、1986年各2.2%,1987、1988年各为2.1%,但1989年又回升到2.2%.与1988年相比,增加人数为6452人,增加率为5.5%,但公立高中增加显著,增加率为7.3.
