“七·七事变”后,在山西敌后的各级行政部门、抗日部队、民众团体以及各军政干部训练团体,为适应形势发展的需要,纷纷出版报刊,借以传播时事新闻,宣传鼓动抗日救国。二战区所属部门和单位也出版不少报刊。当时各种报刊共发行近250种,其数量之多,居全国各省之冠。
