儋州蚂蝗岭地区水土流失历史悠久 ,既有地质脆弱和自然作用力的客观因素 ;又有人为的生产活动违背客观规律的重要原因 ,而人为因素是主要的。其治理原则应坚持生物措施与工程措施相结合 ,以生物措施为主 ,工程措施为辅 ,实行坡、田、林、水、沟、渠综合治理。发挥多部门的通力合作 ,争取多渠道 ,多形式的资金投入 ,坚持治理与保护并重 ,合理开发 ,促使这一地区的生态、经济和社会效益协调发展。
