为完成一九五一年筑路计划,整修维持原有公路,促进城乡交流,并照顾国家目前的财政困难,在不误农时的条件下,适当地组织各地民工进行整修公路。为此,特颁发『民工整修公路的暂行规定』如下:一、民工的发动、组织、领导等由专署及县、区、乡(村)各级人民政府负责;工程技术指导由各级交通部门负责。二、专署及县、区、乡(村)各级人民政府,对动员民工的工作,应认真的加以适当组织与分配;并在开工前作好一切准备工作,以达到爱惜和免于浪费民力之目的。
