根据党的十五大精神和云南处于社会主义初级阶段低层次的实际,省委六届六次全会确定把大力发展个体、私营等非公有制经济列为全省国民经济发展新的重要增长点。这是一项富民强省的重大战略举措。我们只有加大工作力度,使目前发展还严重滞后的个体、私营经济尽快得到迅速发展,才能进一步调整和完善所有制结构,吸纳更多的就业人员,创造更多的社会财富,才能大力发展社会生产力,推动经济发展、社会进步、民族团结、边疆稳定,使非公有制经济真正成为社会主义市场经济的重要组成部分。为此,特作如下决定:
