在军事装备服务需求拉动和装备服务行业发展推动双重作用下,军事装备基地级维修服务采购在军事装备采购中的地位和作用越来越重要。结合实际,运用归纳演绎法提出了军事装备基地级维修服务采购军队内包策略、地方外包策略和军地合作策略及其运作模式,初步研究了军事装备基地级维修服务采购策略及其运作模式的选择流程与方法,并通过某新型军用载重车辆基地级维修服务采购案例验证了该方法的可行性和有效性。
With the dual needs of the military equipment service demand and the development of the equipment service industry, the status and role of procurement of military-service-level maintenance services in procurement of military equipment have become increasingly important. Combining with the actual situation, this paper puts forward the tactics and operation modes of military internal and external outsourcing strategy, military cooperation strategy and operation mode of military equipment base level maintenance service procurement by inductive deductive method. The preliminary research on the procurement tactics and operation mode choice of military equipment base level maintenance service Flow and method, and verify the feasibility and effectiveness of this method through a procurement case of a new type of military truckload base-level maintenance service.
