前一阶段,在我国经济高速发展的同时,也出现了一些新的矛盾和问题:地皮、商品房、股票、期货等被爆炒得火热,开发区一哄而上,“集资热”席卷全国.这种经济运行中的混乱现象再次提醒我们:宏观调控是现代市场经济的必需,也是社会主义市场经济体制有机组成部分.加强和改善国家宏观调控,是我们当前面临的一项紧迫任务. (一) 市场经济自产生以来,经历了古代市场经济、近代市场经济和现代市场经济三个发展阶段.从上一世纪七十年代开始的现代市场经济,其最主要的特点是市场在政府宏观调控下对资源配置起调节作用.因此,除了“看不见的手”之外,还有一只“看得见的手”即政府的宏观调控在调节经济.
