各市人民政府、行署,各县(市)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:开拓市场,是我省今年经济工作的重点和今后一个时期经济发展的一项战略任务。为大力推进这项工作实施,不断巩固扩大我省产品市场,促进全省国民经济持续、快速、健康发展,特作如下通知。一、树立“市场第一”观念,把开拓市场摆到经济发展的战略位置改革开放以来,我省经济快速发展,经济总量大幅度增长,商品日益丰富,货源充足,加上近几年卓有成效的宏观调控,市场供求总格局发生了根本性变化,多数商品从过去的供不应求转变为供求平衡或供过于求,“卖方市场”
