2013年2月20日,国务院常务会议出台了五项政策措施,目的是为了加强房地产调控,维护国民的稳定的基本生活,保障人民安居乐业,这项政策措施就是轰动一时的“国五条”。然而随着国家政策力度的不断加大,房价至今却仍呈不断攀升的趋势,“国五条”颁布至今,收效甚微。寻根究底,影响“国五条”实施效力的最大障碍在于一直以来房地产市场的严重的行政化,虽然国家不断的出台政策措施,但是却从来没有触及到房地产市场的根本,政府对房地产土地收入依旧是严重的依赖。
