对“私有化”这个词,人们的理解不完全一样。有的人认为,私有化就是把国家全部财产统统划归私人所有,否则就不称其为“化”;有的人认为,私有化只具有相对意义,在当今世界上根本就找不到一个纯粹私有化了的国家。匈牙利人所说的私有化是指减少国家所有制比例、发展私人承包经营和私人所有制的一个过程,在这个过程里,不仅要解决所有制问题,还要解决同所有制相关的一系列问题。由于他们强调让私有经济成分占主导地位,因此又与社会主义经济体制的改革有着很大的区别。
