2008年3月11日下午,悬念已久的第六次国务院机构改革方案终于揭开面纱。根据方案,国务院新组建住房和城乡建设部,不再保留建设部。国务委员、国务院秘书长华建敏在解释改革方案时称,组建住房和城乡建设部是为了“推动解决关系人民群众切身利益的住房问题,加强城乡建设统筹”。相比此前外界对国务院大部制改革的诸多期待与想象,此次改革方案并未“惊艳”开场。
On the afternoon of March 11, 2008, the sixth long-awaited plan for the restructuring of the State Council was finally unveiled. Under the plan, the State Council newly established the Ministry of Housing and Urban-Rural Development and will no longer keep the Ministry of Construction. State Councilor Hua Minmin, secretary general of the State Council, explained the reform plan and said that the purpose of establishing the Ministry of Housing and Urban-Rural Development is to “promote the settlement of housing issues concerning the vital interests of the people and strengthen overall planning for urban and rural development.” Compared with previous expectations and imagination of the outside world on the reform of most departments of the State Council, the reform program did not start with a “stunning” opening.
