关于小水电建设议案的实施,从1996年1月算起,已有一年半的时间了,各级政府和有关部门做了不少工作,取得了一定进展。对于小水电资金投入方面的措施得到较好的落实,各地小水电上网电价得到不同程度的调整提高,省按规定收取的电力建设费全额返还给各市地方政府,落实了收购小水电价格不含核电差价的规定等。目前,小水电的整体状况比之办议案前有所改善,但还存在一些问题,困难仍很大。存在的问题是,上网电价虽有提高但未完全到位;税收优惠政策有的地方未执行;有些地方对电力建设费的返还没有用于小水电,还有其他一些问题。小水电属农村办的工业项目,涉及工业、农业、财政、物价、综合等
