群众集资办水利是个好办法。近几年来,各地通过建立水利建设基金制度,狠抓水利投入,促进水利事业的发展,取得了明显的效益。但这项工作发展很不平衡,少数干部群众在态度上不是那么积极,甚至还有抵触情绪。这就需要我们认真分析研究,总结经验教训,从群众利益出发,解决一些实际问题,把集资办水利变为广大群众的自觉行动,才能使集资办水利的道路越走越宽广。
It is a good idea for the people to raise money for water. In recent years, various localities have achieved obvious benefits by establishing a fund system for water conservancy construction, paying close attention to water conservancy inputs and promoting the development of water conservancy projects. However, the development of this work is very uneven. The attitude of a few cadres and masses is not so positive or even antagonistic.
