我国的丘岗乃至整个山区并未沉睡,它们在不合理的开发利用下负担过重,需要觉醒的是人而不是丘岗。人们应该对丘岗乃至整个山区重新认识.当前舆论界和实践中存在“消灭荒山”与“开发丘岗”脱节的倾向,必须引起各级领导与决策者的高度重视。按小流域综合开发与治理的模式有助于消除上述脱节。目前,治理规模逐渐扩大到一个县、地区乃至一个省的部分区域,这种逐步向高层次发展的综合化趋势十分值得重视和探讨.
