为了贯彻财政部领导提出的振兴财政精神,推动财经理论研究和财政改革的深入发展,1991年11月5日,《财政研究》《财政研究资料》(以下简称《两刊》)编辑部、中国财政学会中青年专业工作委员会、北京市海淀区财政局联合举办了“深化改革、振兴财政”座谈会.参加会议的有中央机关和国务院有关部委的中青年同志、大专院校和科研机构的中青年教授学者、基层财税部门的青年工作者,《经济日报》社和《中国财经报》社也派代表参加了会议.财政部科研所所长、《两刊》主编宁学平同志出席了会议,并就振兴财政的思路作了重要讲话,财政部科研所副所长、《两刊》常务副主编董霞飞同志作了总结性发言.海淀区财政局原局长、党委书记牛丛义、现任局长罗青到会表示祝贺.会议由《两刊》编辑部主任吴才麟同志主持.与会同志主要就财经形势、振兴财政的思路、调整经济结构等问题进行了讨论.现将发言摘要如下:
