自信访制度建立以来,随着经济社会的不断发展变化,信访工作的定位和功能作用也在不断明确和深化,对维护人民群众的合法权益发挥了重要作用。信访工作定位可概括为:党和政府的一项重要工作、构建社会主义和谐社会的基础性工作、党的群众工作的重要组成部分、为群众排忧解难的工作,而其功能作用则可概括为:发扬民主、了解民情、联系群众、接受监督、维护权益、促进和谐。这两方面的概括,都契合法律规定和现实需要,应当继续坚持和完善。
