济南肉联厂作为一个拥有1.6亿元资产、3 000名职工、40年历史的大型肉类冷藏加工企业,曾经为本地的肉食供应及国家储备肉、出口肉的生产做出过重大贡献,有过自己的辉煌历史。然而随着市场经济的深入发展,1991年后生产经营逐步萎缩,效益一再下滑,连续6年亏损,至1997年亏损额高达8 500万元,资产负债率为103％,生产处于半瘫痪状态,1/3职工下岗,部分专业人才流失,工资不能按时发放,职工怨声载道,成为二商系统的老大难单位。
