公平应包括三个层次的内容，机会均等是其起点，按生产要素的有效投入分配是其基本过程，收入和财产占有上差距适当是其实现的终点。公平对效率会产生巨大的反作用。社会的公平状况，影响着经济主体参与经济活动的情绪和行为，影响着社会的经济结构和政治经济秩序，决定着生产要素投入的数量、质量和使用效果，从而必将影响到社会的经济效率
Fairness should include three levels of content. Equal opportunity is its starting point. Distribution according to the effective input of production factors is its basic process. The gap between income and property ownership is the end of its realization. Fairness can have a huge adverse effect on efficiency. The fairness of society affects the emotion and behavior of the economic subjects participating in the economic activities and affects the economic structure and the political and economic order of the society. It determines the quantity, quality and effect of the inputs of factors of production, which will inevitably affect the economic efficiency of society
