“经济适用房政策无疑已经走入了歧途”。8月25日,北京理工大学经济学 教授胡星斗先生在其寓所接受采访时向《资本市场》记者发出感慨。 1994年7月出台的房改政策对城镇居民的住房供应体系作了较为明确的规 定。商品房(包括普通商品房、高端公寓、别墅)面向高收入人群,而廉租房 (包括经济适用房甚至更廉价的小户型住房)则面向广大中低收入家庭。现实却 是,经济适用房业已蜕变,与普通商品房没有多大的差别。廉租住房制度形同虚 设,名存实亡。
“Affordable housing policy has undoubtedly gone astray.” On August 25, Mr. Hu Xingdou, a professor of economics at Beijing Institute of Technology, expressed his feelings to reporters in the “capital market” in his apartment interview. The housing reform policy promulgated in July 1994 made a clearer stipulation on housing supply system for urban residents. Commercial housing (including ordinary commercial housing, high-end apartments, villas) for high-income people, and low-cost housing (including affordable housing even cheaper small-sized housing) is for the majority of low-income families. The reality is that affordable housing has been transformed, and ordinary commercial housing is not much difference. Low-cost housing system in name only, in name only.
