最近这段时候,似乎有一个普遍的共识,即“十二五”标志着中国经济发展进入了一个新的历史起点。而对这个新的时期的经济新格局,有不同的理解。有的认为,新格局就是中国从一个低中等收入国家进入了中等收入国家的门槛;有的认为,中国将要在国际舞台上扮演一个重要的角色,甚至是起决定性作用的角色;有一种说法是,中国的经济结构将按照以人为本的方向进行快速的调整;还有一种观点认为,新格局的特点是从非均衡发展向均衡发展转变。我个人比较认同第四种看法。
At this very moment, there seems to be a general consensus that “the 12th Five-Year Plan” marks the beginning of a new historical start for China’s economic development. However, we have a different understanding of the new economic pattern in this new period. Some think the new pattern is the threshold for China to enter a middle-income country from a low-middle-income country. Some think China will have to play an important or even decisive role in the international arena. , China’s economic structure will be rapidly adjusted according to the people-oriented principle. Another view is that the new pattern is characterized by a shift from an unbalanced development to a balanced development. I personally agree with the fourth view.
