黄河泥沙含量大,治黄关键在于泥沙问题,清代采取了“束水攻沙、蓄清敌黄”的治河方略。本文对这一治河方略的形成过程、具体实施情况及其影响进行了探讨,认为这一治沙方略本身存在严重缺陷,未能有效解决黄河泥沙淤积问题,同时洪泽湖成为悬湖,淮河入海宣泄不畅,给苏北一带增加了严重的人为水患。
Yellow River sediment content is large, the key lies in the Yellow River sediment treatment problems, the Qing Dynasty adopted a “beam of water to attack the sand, save the enemy yellow ” of the river policy. This paper discusses the forming process, the concrete implementation and the impact of the strategy of governing the river. It considers that this strategy of sand control has serious defects in itself and fails to effectively solve the problem of sedimentation in the Yellow River.
