这是个必将载入中国海关乃至共和国历史的日子。 9月12日,当牟新生等海关总监、副总监和一级关务监督代表从国务院总理温家宝手中接过大红烫金的授衔命令证书的那一刻起,中国海关的历史就翻开了崭新的一页。 不容置疑,海关是国家进出境监督管理机关,实行垂直领导体制,全国统一,对外一致,具有很强的统一性和涉外性,海关工作对促进我国外贸增长和经济发展具有不可替代的作用。近年来,随着我国改革开放的深入发展,特别是加入世贸组织后,经济发展的新任务、新形势对海关工作提出了更高要求。在这种情况下,海关实行关衔制度,具有重大的现实意义和深远的历史意义。
