策划前言诺奖得主斯蒂格利茨曾这样评说中国改革:“中国已经走出改革初期的浅滩阶段,正站在大河中央,选择彼岸的到岸位置。”不错,30多年的改革开放,我们摸着石头来到了大河中央,深水区的暗流和波涌,裹挟泥石俱下,我们如何中流击水?又将选择怎样的方式抵达彼岸,位置在哪里?水深了,我们是否还能摸到石头,抑或还有没有这样的石头?再过几天,新世纪的10年,即将成为逝去的历史,而下一个10年,则是我们实现全面小康的10年。在这样的时间点上,来自社会不同层面的改革呼声,不再是过去简单的争论,不再是纯粹的反思或质疑,而是更多的提问和理性。面对不同的诉求,改革的下一步究竟如何走?
