选派机关干部下乡包村,是新时期加强党的农村基层组织建设,促进后进村尽早转化的一项有效措施,在实践中显示出强大的生命力。但也有不少包村干部反映,进村后群众对自己不贴心、不理解,工作起来不顺心、不顺劲,很难打开局面,即使好不容易有些起色,往往也是前脚离开,后脚复原。于是,有人便把一肚子怨气泼在群众身上,说他们没文化,素质差,小农意识,观念落后;或将一腔牢骚发在环境条件上,怪那里偏僻,闭塞,土贫地瘠,山穷水恶。平度市政协文史委办公室主任尹锡勋,带领工作组驻进边远贫瘠的路上村,把身“焊”在山村,将心捧给群众,与乡亲们同吃、同住、同劳动,赢得了群众的贴心和理解,工作自然而然地顺心、顺劲起来,把一个又乱又穷的村子带上了两个文明齐发展的路子,也将党员干部的良好形象深深地烙在群众心上。对照尹锡勋的所言所行,检讨自己的所作所为,我们的包村干部们,或许对群众的怨气和对环境的牢骚就会少一些、更少一些,对群众的感情和对工作的热情就会多一些、更多一些,工作的成效和党群、干群关系也就自然会好一些、更好一些。
